German Language Changed in 2005 Officially

 The German language changed in 2005 officially after new rules were adopted in 1998. Why? What old texts don't they want youngens to read in order to verify their history? We may find old texts that we have to become familiar with, but we can read them. Germany's children will not be able to. Why? Latin was still taught in a Southern California high school at least ten years ago. Why are dead languages important? Or why is it important for languages to be "dead"?  

Why is it considered lawful? Who or what is in charge?
